Support young filmmakers in an innovative way
With the goal of accelerating the building of a global film and television center, Shanghai's demand for film talents in recent years has also expanded. Directors, screenwriters, producers, photography, recording, art, post-production and other links urgently need outstanding professionals. Peng Qizhi, Director of the Film Division of the Publicity Department of Shanghai Municipal Committee of the Communist Party of China, revealed at the press conference that this year’s support plan adopts a recommendation system, inviting industry-renowned film companies, famous directors, producers, representatives of overseas distributors and other professional institutions and individuals to form a professional recommendation group, after two rounds of recommendations, decided the first five outstanding young directors. In the next five years, Shanghai will provide these young filmmakers with support including pre-screenwriting, mid-term film shooting, post-production, and publicity. Related works will also be recommended to participate in international film festival exhibitions, so that the world can understand the new look of creation of Chinese films. In the future, the plan is also expected to jump beyond the limitations of a single field, and expand the scope of support to screenwriters, producers and other posts in urgent need, so as to truly cover the entire industry chain.
At the scene, Ning Hao, the chairman of the final selection recommendation group and well-known director, announced the list of five young directors selected in the first phase: Han Shuai, Liang Ming, Rao Xiaozhi, Wang Jing, and Zeng Guoxiang. Judging from the recommendations given by the final selection group, the five directors have their own strengths and are full of potential: Han Shuai "outperforms in the comprehensive ability of author awareness and film language"; Liang Ming's creation is "both literary and commercial "; Rao Xiaozhi embodies "a new understanding of Chinese commercial films by directors born in the 1980s"; Wang Jing’s "solid skills" and "excellent overall performance" is impressive; and Zeng Guoxiang’s works reveal "a good sense of balance between a variety of social issues and the director’s technical expression".
Two levels of urban areas join forces to promote industrial upgrading
The growth of film and television talents is inseparable from a good environment. At the release ceremony, more good news to promote the development of the film and television industry came: Jing’an District released the Implementation Opinions on Promoting the Development of Film and E-sports Industries in Jing’an District (hereinafter referred to as "Jing’an Nine Articles"), supporting the development of the two major cultural and creative industries of film and television and e-sports in Jing'an from nine aspects. The Shanghai Film Bureau and the People's Government of Jing'an District signed the Framework Agreement on Promoting the Development of Jing'an’s Film and Television Industry between Shanghai Jing'an District People's Government and Shanghai Film Bureau, announcing that they would jointly build a "Film and Television Business Incubation Demonstration Base" , and help young talents develop, launching high-quality masterpieces, and forming a strong synergy to promote the development of the film and television industry.
Long Wanli, Deputy Head of Jing’an District, introduced that during the "13th Five-Year Plan" period, the film and television industry in Jing’an District has developed rapidly. As of March 2021, Jing’an District’s film and television companies have registered more than 200 films and gotten approval. More than 30 movies were released, with a cumulative box office revenue of more than 10 billion yuan, and many excellent movies such as “Dying to Survive”, "L Storm 3", and "Ip Man 4" emerged. At the same time, more than ten outstanding films produced by Jing'an have won more than 100 influential film and television awards at home and abroad at Berlin International Film Festival, Tokyo International Film Festival, Warsaw International Film Festival, Montreal International Film Festival, Hong Kong Film Awards, Taiwan Film Golden Horse Awards, Golden Rooster Awards, etc.
On this basis, Jing'an District put forward the "Jing’an 9 Articles", and strive to fully attract leading talents and leading companies in the film and television and e-sports industries to settle in Jing'an clearly through financial incentives, talent residence settlement and other means; enrich the space and platform needed for industrial development; deepen and lengthen the industrial chain around key links such as technology research and development, content creativity, operational capabilities, and financial capital; respond to the idea of "the city of the people and for the people" and promote industrial development results to be shared by the people in Jing'an. With policy supports, Jing'an District will also further explore, introduce, and cultivate a group of young film talents that match Shanghai's construction of a global film and television creation center to settle in Shanghai, gather in Jing'an, and form a talent strength in the film and television industry.
